I don't know, but @alireza2003 and @drnyckterstein had ratings almost (20 points missing somewhere) up to a rating of 3400

@teilchen ??? 3013 atomic, 2909 anti, 2707 3-check and 2474 ultra. Yes, and these are all inflated ratings, games with weak opponents, having -1500 points

Yes, they were probably the highest bullet players on Here, including @nihalsarin2004
