Is flagging a legitamite strategy?

One can try to play a decent game of bullet instead of making random moves from the beginning to flag the opponent. It's just an election. Life is plenty of moments in which you've got to take a decision. You can play a decent bullet game with the possibility of losing or you can make random moves and flag your opponent.
What is the point of this discussion, even in world championship matches "flagging" is part of the strategy...

If your opponent gets low on time he will have to think quicker / make worse moves because he is scared of eventually flagging, so why is the most fundamental normal aspect of the game talked about in terms of morality?
